The Wall Street Journal (WSJ) reports that the European Union (EU) is poised to impose trade sanctions on billions of dollars of U.S. goods starting in March 2004, as congressional leaders signaled their inability to reach agreement on repeal of the U.S. Foreign Sales Corp./Extraterritorial Income Exclusion Act (FSC/ETI) tax regime. The World Trade Organization (WTO) has ruled this tax deduction illegal and given the EU permission to impose as much as $4 billion in sanctions a year. 3. American Association of Exporters and Importers Names New President

Shipper's NewsWire reports that the American Association of Exporters and Importers (AAEI) named former board member Hallock Northcut as its new president. 4. ICPA to Hold 1st Annual Conference in March 2004 in San Diego, CA

The International Compliance Professionals Association (ICPA) has announced that it will hold its first annual conference on March 10-14, 2004 in San Diego, CA. The conference will cover such topics as how to write a compliance manual, managing brokers, the North American Free Trade Agreement (NAFTA), Importer Self-Assessment, the Customs-Trade Partnership Against Terrorism (C-TPAT), and gaining corporate support for compliance issues. The Department of Homeland Security (DHS) has published in the February 2, 2004 Federal Register its notice announcing the February 6, 2004 meeting of the Departmental Advisory Committee on Commercial Operations of the Bureau of Customs and Border Protection (COAC).
