CBP Administrative Messages, Electronic Bulletin Board Notices, Etc

In early January 2004, U.S. Customs and Border Protection (CBP) issued an ABI administrative message announcing that the Food and Drug Administration (FDA) prior notice affirmation of compliance for air waybill (AWB) would be edited for format: NNN-NNNNNNNN. In that message, CBP noted that this was also a change to the BN01 and BN02 records in the 'BN' application. 1. Prior Notice Affirmation of Compliance for Air Waybill Format Edit Now Only in Place for Prior Notice Independent Transaction 'WP'

CBP has now issued a new ABI administrative message announcing that the affirmation of compliance for AWB format edit is now in place only for the prior notice independent transaction 'WP.'

According to CBP, this format edit is not yet in place for entry summary (EI), cargo release (HI), or border cargo release (HN) prior notice transactions. CBP states that it will notify the trade via administrative message when this format edit is in place for those transactions. 2. CBP's Most Recent HS Update Reflects Changes to List of AGOA Beneficiaries, 484(f) Committee Changes, Etc.

CBP has issued an ABI administrative message announcing that its most recent Harmonized System (HS) update contains:

changes required by the verification of the 2004 Harmonized Tariff Schedule (HTS) (CBP notes that it will continue to verify the 2004 HTS for the remainder of the year);

more changes from Presidential Proclamation 7748 which, among other things, effective January 1, 2004, added Angola to the list of African Growth and Opportunity Act (AGOA) beneficiaries and deleted Eritrea and Central African Republic from the list of AGOA beneficiaries; and

changes to the HTS from the 484(f) Committee.

CBP states that updated records are currently available to all ABI participants and can be retrieved electronically via the procedures indicated in the CATAIR. (Adm: 04-0131, dated 01/28/04, available via e-mail or fax fromBP by emailing staff@brokerpower.com.)

3. CBP Highlights the 2003 Commissioner's Annual Awards Ceremony

CBP has posted to its Web site a document detailing CBP Commissioner Bonner's Annual Awards Ceremony for 2003. This document summarizes CBP's 2003 accomplishments in areas such as preventing terrorism, balancing legitimate trade and travel with security, "One Face at the Border," strengthening U.S. borders, etc. In addition, the document provides information on the various awards presented at the ceremony. 4. Miscellaneous CBP Messages on AD and CV Duty Actions

U.S. Customs and Border Protection (CBP) has issued messages on a number of antidumping (AD) and countervailing (CV) duty actions, many of which (marked by an * in the action column) were previously published in the Federal Register by the International Trade Administration (ITA) and summarized in International Trade Today.

(The CBP messages marked with an * cover much of the same information as the ITA notices; however, CBPs' messages often list the 10-character case number specific to each listed company(s). ITA notices only list the 7-character master case number. In addition, sometimes the master case number for CBP purposes (in parentheses, below, where applicable) differs from the ITA master case number.)
