CBP Posts New TSN ACE User Requirement Recommendations; ACE EDI Message Drafts

U.S. Customs and Border Protection (CBP) has recently posted to its Web site certain new and updated Trade Support Network (TSN) committee Automated Commercial Environment (ACE) user requirement recommendations and ACE Electronic Data Interchange (EDI) message drafts.

Updated TSN Account Management Requirement Recommendations

The TSN has recently updated (as of January 15, 2004) its ACE account management requirement recommendations in order to include one for the Broker Branch Code.

(CBP notes that ACE user requirement recommendations are developed by TSN committees to document trade input into ACE development.)

Broker Branch Code. According to the committee recommendation, many importers exist that are assigned their own filer code by CBP and many of these importers have multiple customs brokers filing under the importer's filer code in one port of entry. Currently, these importers are not able to grant brokers access to only information related to a single broker's transaction work. The option of granting access by broker branch code indicator would allow this ability. A broker can be assigned a branch code (under the filer code, and port code) that would identify, both to the CBP Account Manager and to the importer-filer, the transactions related to a particular broker.

Updated TSN Revenue Requirement Recommendations

The TSN has also recently updated its ACE revenue requirement recommendations in order to add the following:

Eliminate Presentation of Hard Copy Statement (dated January 13, 2004)

Drawback Proof of Export (dated January 14, 2004)

Updated TSN Multi-Modal Requirement Recommendations

The TSN has recently updated the following ACE multi-modal requirement recommendations as of January 22, 2004:

Manifest submission by carriers - these are spreadsheets developed to illustrate the data necessary for both standard and preferred manifest messages and the confirmation messages the carrier can expect to receive.

Manifest data elements - this spreadsheet lists the data elements used in EDI manifest transmissions.

ACE EDI Message Drafts

CBP has also posted to its Web site the following ACE EDI Message Drafts (updated as of January 22, 2004) regarding draft CATAIR changes for ACE Release 3 Periodic Monthly Statement:

Periodic Daily Statement ACH Debit Authorization/Entry Summary Presentation - this draft chapter provides Periodic Daily Statement ACH Debit Authorization/ Entry Summary Presentation input and output records. These records are for use by participants in the Periodic Monthly Statement process.

Draft CATAIR Chapter for Periodic Monthly Statement for ACE Release 3 - this draft chapter provides Periodic Monthly Statement output records that allow users to generate periodic monthly statement reports.

According to CBP, these types of EDI messages are being released as an initial advisory to the trade of the anticipated messages to be used in future releases of ACE. CBP notes that these messages may be supplemented, augmented, and/or modified over time as conditions dictate.
