CV: Canada Carbon and Certain Alloy Steel Wire Rod

The International Trade Administration (ITA) has issued the final results of its changed circumstances review of the countervailing (CV) duty order on carbon and certain alloy steel wire rod from Canada. As a result, the ITA is revoking this CV duty order for entries of subject merchandise with a time of entry on or after February 8, 2002.

Countervailing Duty Order Revoked

(The ITA states that it is taking this action because the producers accounting for substantially all of the production of the domestic like product to which this CV duty order pertains, lack interest in the relief provided by the CV duty order.)

Suspension of Liquidation to be Terminated, CV Cash Deposits to be Refunded

The ITA states that it will instruct U.S. Customs and Border Protection (CBP) to terminate suspension of liquidation and liquidate, without regard to applicable CV duties, and refund any estimated CV duties collected on, all unliquidated entries of subject merchandise that have time of entry on or after February 8, 2002 (the date of publication of the preliminary determination).

In addition, the ITA states that it will instruct CBP to pay interest on such refunds with respect to subject merchandise with a time of entry on or after October 22, 2002 (the date of publication of the CV duty order).

(The ITA notes, that for purposes of this CV duty changed circumstances review, the revocation of the CV duty order will be based on the original scope of the order.)
