U.S. Customs and Border Protection (CBP) has made available on its Web site an updated document on the U.S./Canada Free and Secure Trade (FAST) program.

This document provides an overview and discusses the objectives and benefits of the U.S./Canada FAST program. The document also discusses FAST importer, carrier, and commercial driver qualifications. In addition, the document provides a brief discussion of the two cargo release methods for FAST shipments - National Customs Automated Prototype (NCAP) and the Pre-Arrival Processing System (PAPS).
This document also notes that by January 2004, CBP planned to have the following U.S. border ports operational on FAST (ports marked by an are those that CBP planned to have newly operational by January 2004, all other ports on the list were already operational):

The fact sheet also notes that five additional FAST enrollment centers were to be operational by January 2004: Derby Line, VT; Pembina, ND; Portal, ND; Sweetgrass, MT; and Woodstock, New Brunswick.
