This FAQ addresses a variety of issues related to the Special Bill process, including (partial list):

CAMIR - in response to a question as to whether Customs Automated Manifest Interface Requirements (CAMIR) updates will be available for the B01, B04, I01 and anything else that may apply to the Special Bill processing, CBP notes that the CAMIR will be updated on the CBP Web site to reflect various record changes associated with the Special Bill processing.

Do Not Load - in response to a question as to whether a "Do Not Load" (6H) placed on the non vessel operating carrier (NVOC) bill of lading will be sent to the master vessel operating carrier (MVOC), CBP states that a "Do Not Load" placed on the NVOC bill will be sent to the MVOC provided the NVOC bill of lading contained the MVOC's SCAC.

Secondary Notify Party - regarding a question as to whether the order of the Second Notify Party on a NVOC bill of lading matters, CBP suggests that the first Second Notify Party shown is that of the MVOC.
