The Journal of Commerce (JoC) has reported that a group known as the West Coast Marine Terminal Operators has announced a plan to pay for and install radio frequency identification tags on each of the estimated 30,000 trucks that haul containers in and out of West Coast terminals, with the system possibly being ready for use in March 2004. 2. FMC Meeting May Give Certain Chinese Carriers Relief from Controlled Carrier Act

The Journal of Commerce Online (JoC Online) has reported that a January 21, 2004 Federal Maritime Commission (FMC) meeting may give certain Chinese state-owned carriers some relief from the Controlled Carrier Act. JoC Online states that a favorable FMC ruling on petitions from three such carriers would pave the way for a new U.S.-China maritime agreement to take effect. 3. WTD Reports on Hopes that the Mexican Beef Market May be Re-opened

The Washington Trade Daily (WTD) has reported that there are indications that Mexico might soon open its market to some types of U.S. beef in the coming weeks. However, WTD states that prospects for restarting beef exports to Japan remain poor. (WTD Pub 01/08-09/04, www.washingtontradedaily.com)
