BIS Extends Comment Period for Proposed Rule on SNAP

The Bureau of Industry and Security (BIS) has issued a notice extending the comment period for a proposed rule that would amend the Export Administration Regulations (EAR) in 15 CFR Parts 740, 742, 748, 754, and 772 to implement a revised version of its Simplified Network Application Processing (SNAP) system, called SNAP, and to mandate use of SNAP for most filings and related documents.

According to BIS, in order to allow the public additional time to comment on this proposed rule, the deadline for comments is now February 12, 2004 (rather than January 12, 2004).

Proposed Rule Would Make SNAP Mandatory for Almost All Licenses, Requests, Etc. and Related Documents

BIS has previously explained that this proposed rule would require all export license applications, reexport license applications, encryption review requests, license exception AGR (Agricultural Commodities) notifications, and classification requests and their related documents to be filed electronically via SNAP unless:

The application is for a special comprehensive license (SCL); or

BIS approves the applicant for paper filing under 15 CFR 748.1(e).
