NVOCC and Master VOCC Bill Types for Sea AMS to be Implemented on January 10, 2004
U.S. Customs and Border Protection (CBP) has issued a notice announcing that the Special Bill programming (new non-vessel operating common carrier (NVOCC) and Master vessel operating common carrier (VOCC) bill types) for Sea Automated Manifest System (AMS) participants will be moved into production (i.e., implemented) during the normally scheduled system outage on Saturday, January 10, 2004, 11:00 p.m. EST - 3:00 a.m. EST.

(CBP had originally planned to implement this Special Bill programming on December 6, 2003, but delayed the implementation after testing identified several problems that required additional coding in Sea AMS. See ITT's Online Archives or 12/03/03 news, 03120305, for BP summary.)
Programming to restore cargo control against Master VOCC Bill. According to CBP, the Special Bill processing will allow CBP to receive NVOCC bills of lading for targeting purposes, yet restore cargo control against the Master VOCC bill of lading.
Reporting Master Vessel Bill as "Master" Bill. CBP states that for entries transmitted via the Automated Broker Interface (ABI) on/after 11:00 p.m. EST on January 10, 2004, which cover ocean cargo, filers must report the master vessel bill as the "master" bill in ABI entries.
Filing directly against House bill to be discontinued. According to CBP, filers will discontinue the practice of filing directly against the House (NVOCC) bill.
Filer may report NVOCC bill in House bill field. CBP states that if desired, the filer may report the NVOCC bill in the "House" bill field of their ABI entry reporting software.
