CBP Administrative Messages, Electronic Bulletin Board Notices, Etc

U.S. Customs and Border Protection (CBP) has issued an ABI administrative message announcing that the affirmation of compliance for air waybill (AWB) will now be edited for format: NNN-NNNNNNNN. CBP notes that this is also a change to the BN01 and BN02 records in the 'BN' application from what was originally provided.

1. Affirmation of Compliance for Air Waybill to be Edited for Format, Also Changes the BN01 and BN02 Formats

(CBP has previously stated that the 'BN' application allows CBP to transmit the results of Food and Drug Administration (FDA) prior notice processing to filers at the FDA line-item level. The 'BN' application consists of two output record types - the BN01 record which will be returned once for each entry, and the BN02 record which will be returned as many times as there are prior notice FDA line items for the entry. See ITT's Online Archives or 11/12/03 and 11/06/03 news, 03111205 and 03110620, for previous BP summaries on the 'BN' application.)

Revised record formats for BN01 and BN02. CBP states that in order to standardize and clarify the format of data that is passed from the FDA through CBP to the ABI filer through application identifier 'BN,' it is providing revised layouts for the BN01 and BN02 records in its ABI administrative message.

(CBP notes that this message replaces a message also issued on January 7, 2004 (Adm: 03-0029) in order to correct the BN02 record field entitled "PN Clock Start Time" so that it correctly states that the format is "HHMMSS (Hour, Minute, Seconds).) (Adm: 04-0031, dated 01/07/04)

2. CBP Amends CAMIR-Air to Add References to the FDA Freight Indicator

CBP has posted to its Web site an update to the Automated Manifest System (AMS) Interface Requirements (CAMIR-Air), dated December 2003, which:

Air AMS Message Types - amends four Air AMS message types in order to add "FDA - FDA Freight Indicator - C"

Message Line Identifiers - amends the Message Line Identifiers chapter to add a new identifier - "FDA Freight Indicator (FDA)"

3. 2004 Cheddar Cheese TRQ Oversubscribed at Opening

CBP has issued an ABI administrative message announcing that the low-duty cheddar cheese tariff-rate quota (TRQ) oversubscribed at opening. CBP states that the proration is 74%.

According to CBP, proration instructions will be posted to the CBP Web site on January 8, 2004. (Adm: 04-0032, dated 01/07/04)

4. ACE Seminar to be Held on January 26-27 in Torrance, CA

CBP has issued an ABI administrative message reminding all filers that there will be a two-day seminar on the critical changes that will be part of the Automated Commercial Environment (ACE) on January 26-27, 2004 at the Torrance Marriott Hotel in Torrance, CA. According to CBP, this seminar is of vital importance for all members of the importing community and attendance is strongly encouraged by the National Customs Brokers and Forwarders Association of America, Inc. (NCBFAA) and the Los Angeles Customs Brokers' Association. (Adm: 04-0034, dated 01/07/04)

According to an NCBFAA press release, registration for the initial portion of the first day of this event will be available to all, but the remainder of the first day, as well as the second day is restricted to NCBFAA and Affiliated Association regular members. 5. Miscellaneous CBP Messages on AD and CV Duty Actions

U.S. Customs and Border Protection (CBP) has issued messages on a number of antidumping (AD) and countervailing (CV) duty actions, many of which (marked by an * in the action column) were previously published in the Federal Register by the International Trade Administration (ITA) and summarized in International Trade Today.

(The CBP messages marked with an * cover much of the same information as the ITA notices; however, CBPs' messages often list the 10-character case number specific to each listed company(s). ITA notices only list the 7-character master case number. In addition, sometimes the master case number for CBP purposes (in parentheses, below, where applicable) differs from the ITA master case number.)
