2. RSPA Final Rule Makes Minor Editorial Changes to Hazmat Regulations
The Department of Transportation's (DOT's) Research and Special Programs Administration (RSPA) has issued a final rule which, effective January 1, 2004, makes minor editorial changes to the Hazardous Materials Regulations (HMR) and imposes no new requirements. Specifically, this final rule amends the HMR to standardize the format used to cross-reference consensus standards published by nationally and internationally recognized standard-setting organizations and industry that are incorporated by reference into the HMR. In addition, this final rule adds missing cross-references and removes unnecessary cross-references in the HMR. 3. ITA Annual Listing of Foreign Government Subsidies on Certain Articles of Cheese
The International Trade Administration (ITA) has prepared, in consultation with the Secretary of Agriculture, its annual list of foreign government subsidies on articles of cheese subject to an in-quota rate of duty during the period October 1, 2002 through September 30, 2003. The ITA explains that, effective December 30, 2003, it is publishing the current listing of those subsidies it has determined exist. 4. USTR Announces Initiation of Environmental Review for Proposed U.S.-Dominican Republic FTA
The Office of the U.S. Trade Representative (USTR) has issued a notice stating that the Trade Policy Staff Committee (TPSC) is initiating an environmental review of the proposed U.S.-Dominican Republic Free Trade Agreement (FTA). Written comments on the scope of the review should be received no later than January 30, 2004. 5. BIS' Sensors and Instrumentation Technical Advisory Committee to Meet
The Bureau of Industry and Security (BIS) has issued a notice stating that its Sensors and Instrumentation Technical Advisory Committee will hold an open meeting on January 27, 2004 in Washington, DC. The agenda includes a report on the compliance training initiative and Export Management System proposal, and a report on the close of the 2003 Wassenaar Arrangement deliberations. Written comments may be submitted at any time before or after the meeting.
