The State Department Directorate of Defense Trade Controls is seeking comments on Information Collection: Export Declaration of Defense Technical Data or Services, it said in a Federal Register notice scheduled for Feb. 20. The State Department has taken the first steps toward the Congressional notification required to reclassify military articles on the U.S. Munitions List as dual-use items on Commerce Control List, according to a House Foreign Affairs Committee aide. “Consistent with the requirements of section 38(f) of the Arms Export Control Act, the Foreign Affairs Committee has begun preconsultations with the Administration on the proposed removals of certain aircraft and related items from the United States Munitions List, as well as accompanying regulatory changes to the International Traffic in Arms Regulations and the Commerce Control List,” the aide said.

The State Department is adding 22 people to, and removing one person from, its Debarred List because of their convictions for Arms Export Control Act violations. All 22 people are now prohibited from participating directly or indirectly in the export of defense articles, including technical data, or in the furnishing of defense services for which a license or other approval is required. The additions to the International Traffic in Arms Regulations Debarred List are as follows:
Systems at State Department's Directorate of Defense Trade Controls will undergo network maintenance Feb. 2 from 8 a.m. until 8 p.m. EST, DDTC said. As a result, during that time the DTrade system will be unavailable to accept submissions, EFS, TRS, ELLIE and MARY will be unavailable, and the pmddtc.state.gov website will be unavailable, it said.

The State Department's Directorate of Defense Trade Controls released a new set of guidelines (here) for the export or temporary import of firearms and munitions on U.S. Munitions List categories I AND III, as updated this month. The guidelines include the forms and accompanying documents for such transactions, as well as information on registration, exemptions, on-line resources, and Congressional notification. Any person who engages in the U.S. in the business of manufacturing or exporting defense articles, defense services, or related technical data is required to register with the U.S. Department of State. Registration does not confer any export rights or privileges, but it is a precondition to the issuance of any license or other approval for export, it said. It also said a number of documents, services, and links are now available online at the DDTC website, www.pmddtc.state.gov.
