Growth of U.S. defense trade "has been truly remarkable," said Andrew Shapiro, assistant secretary of state-Bureau of Political-Military Affairs, in a Nov. 28 speech to the Defense Trade Advisory Group. He said State had already received more than 73,000 license requests for Direct Commercial Sales by the end of October, 2,000 more than the same period last year.
The Bureau of Industry and Security proposed its long-promised “clean-up” of the Commerce Control List (CCL), in a rule scheduled for publication in the Nov. 29 Federal Register. The proposed rule follows a December 2010 request for comments on how to make descriptions of items controlled on the CCL clearer. ECCNs in all categories of the CCL, as well as its basic structure, would be affected by the proposal. Comments on the proposed rule are due by Jan. 28.
The Department of Justice charged an Iranian man and his Iran-based company with conspiracy to defraud the U.S., smuggling, and a violation of the Arms Export Control Act, in connection with the unlawful export of 55 military antennas from the U.S. to Singapore and Hong Kong, it said. Amin Ravan, a citizen of Iran, was arrested by authorities in Malaysia in connection with a U.S. provisional arrest warrant. The U.S. is seeking to extradite him from Malaysia to stand trial in the District of Columbia. If convicted, Ravan faces 20 years in prison for the AECA violation 10 years for smuggling, and five years for the conspiracy charge.

The State Department's Defense Trade Advisory Group will meet from 1-5 p.m. Nov. 28 in the East Auditorium, U.S. Department of State, Harry S. Truman Building, Washington, D.C., the State Department said. It's to discuss current defense trade issues and topics for further study. An Army sergeant was sentenced Oct. 30 to 46 months in federal prison, followed by two years of supervised release, after pleading guilty to Arms Export Control Act and International Traffic in Arms Regulations violations, said Immigration and Customs Enforcement. Fidel Ignacio Cisneros, 42, stole ITAR-controlled items while deployed for duty and, upon returning to the U.S., exported them without the required State Department licenses, ICE said.
