CBP saw "the largest percentage increase ever" in the cargo release Automated Commercial Environment submission rate in February, the agency said (here). During February, the ACE submission rate for cargo release moved up 11 percent to 31.2 percent, CBP said. That increase beats out the previous largest increase, set the month before (see 1603040030). So far, 182 of top 200 baseline filers have filed at least one cargo release in ACE, the agency said. CBP considers the percentages an important measure of readiness for mandatory use of ACE (see 1510190017). Unique filers for Partner Government Agency pilots also grew from January to February, up from 469 to 823, CBP said.

The Energy Department should withdraw its recently issued proposal to require the filing of “certifications of admissibility” at time of entry for products subject to energy efficiency standards, or at least suspend the rulemaking process while it conducts “further analysis and significant outreach” said several trade groups in recently submitted comments (here). The joint comments from the trade groups, which include the National Customs Brokers & Forwarders Association of America, Consumer Technology Association and Association of Home Appliance Manufacturers, were posted on March 11 (here).

Since the rollout of AESDirect in ACE at the end of November, "filers have submitted over 400,000 accepted shipments using the new system," said CBP in a CSMS message (here). That represents a substantial uptick from 40,000 shipments as of January (see 1601150022). In the message, CBP announced a webinar on AESDirect on March 14.
CBP posted an updated version of its ACE Development and Deployment Schedule (here). The schedule reflects the agency's recent shift for the ACE mandatory use dates (see 1602080042) and includes "details on when upcoming ACE capabilities will be developed and deployed into production," said CBP in a CSMS message (here). CBP removed "Truck Bill of Lading ABI Queries" and Directorate of Defense Trade Controls data exchange from the schedule, according to the list of changes from the previous version.
CBP will add participation limits to two ACE pilot programs for filing Environmental Protection Agency data in the Participating Government Agency (PGA) Message Set, the agency said in a notice (here). The limits to the pilots, involving notices of arrival for pesticides or pesticide devices and non-road vehicles and engines, are necessary to satisfy the Paperwork Reduction Act, said CBP.
CBP will handle shipments valued under $800 as below the de minimis threshold, starting March 10, CBP said in a CSMS message (here). As of that date, "shipments valued at $800 or less will be eligible for release under the same processes and with the same restrictions as currently apply for de minimis shipments of $200 or less," said CBP. The change follows the new customs reauthorization law that set the higher de minimis level (see 1602260049).
