Automated Commercial Environment (ACE)
The Automated Commercial Environment (ACE) is the CBP's electronic system through which the international trade community reports imports and exports and the government determines admissibility.
LAREDO, Texas -- CBP hopes this year to “formalize and normalize” its forced labor enforcement processes following initial implementation of recent changes to forced labor laws, including the Uyghur Forced Labor Prevention Act, said AnnMarie Highsmith, CBP executive assistant commissioner, in remarks at a conference Jan. 18.
The Treasury Department published its fall 2022 regulatory agenda for CBP. The only new mention of any regulations is a new long-term action that would amend CBP's regulations "pertaining to prior disclosure and to the procedure for demanding payment of duties, taxes, fees, or revenue" when a penalty claim isn't issued. "Amendments are designed to encourage participation in the prior disclosure program and to enhance the effectiveness of the duty/revenue demand process," the agenda said.

CBP in recent days posted draft ACE requirements and a trade information notice on its upcoming requirement for the Chinese postal code. As discussed in a recent ACE call (see 2210270064), the new data element will be required when China is selected as a manufacturer’s country of origin for an entry, or when China is the manufacturer’s country of origin on a new or updated manufacturer ID, CBP said in the trade information notice released Nov. 2.
