A citizen from Cote d'Ivoire, Nguessan Yao, 55, has been arrested in connection with a probe by U.S. Immigration and Customs Enforcement's (ICE) Office of Homeland Security Investigations (HSI) into an alleged plot to ship 4,000 handguns, 50,000 tear gas grenades, and 200,00 rounds of ammunition to that African nation.
