In the June 22, 2011 issue of the U.S. Customs and Border Protection Bulletin (Vol. 45, No. 26), CBP published a notice on its modification of a ruling on the 9801 classification and NAFTA country of origin marking of certain electric room fragrance heater/diffusers.
U.S. Customs and Border Protection has issued a memorandum to clarify confusion surrounding the U.S.-Canada Softwood Lumber Act of 2008 (SLA) export charge rates reflected on the International Trade Administration Web page. CBP states that recently, some of the posted export charge rates were inaccurate and did not reflect the additional collections as a result of arbitration between the U.S. and Canada. Specifically, the export charge rate for imports from the Canadian Provinces of Quebec, Ontario, Manitoba and Saskatchewan was listed as 5% instead of the correct rate of 15%. The information on the ITA web page has now been updated to reflect appropriate export charges. See future issue of ITT for details.
CBP has issued a CSMS message announcing recent changes to the 2011 Harmonized Tariff Schedule (HS Update No. 1103). This update contains 676 ABI records and 134 harmonized tariff records.
PierPass Inc. has issued an update stating that marine terminal operators at the Ports of Los Angeles and Long Beach will delay until August 1, 2011 their planned increase to the current Traffic Mitigation Fee (TMF) under the West Coast MTO Agreement (WCMTOA) to $60 per TEU. The higher fee is intended to sustain the continued operation of PierPass OffPeak gates. (The prior effective date for the TMF adjustment was July 4, 2011.
