U.S. Customs and Border Protection has corrected its regulations at 19 CFR 102.20, available here, which provides a table listing rules that permit certain subheadings to change to another subheading of the same heading. CBP has revised this table to remove the second entry for subheading 8709.99, which permitted "a change to subheading 8708.99 from any other subheading." Heading 8709 provides for certain self-propelled works trucks, not fitted with lifting or handling equipment, etc.
U.S. Customs and Border Protection has issued a CSMS Message informing the trade that the ACS ABI CATAIR document will have the "Description" field changed to include quota entries for PMS month designation, using the following language: "The numeric month (MM) when the entry summary will appear on the preliminary periodic monthly statement." For example, merchandise released in the month of June, will enter 07 (July) in the field. Quota entries should use the date of presentation instead of release date for determining the PMS month. CBP has issued a CSMS message announcing that FDA’s OASIS import system will be down intermittently for maintenance on July 30, 2011 starting at approximately 03:00 am (0300), and is not anticipated to be back up until 10:00 am (1000). As a result, FDA will be operating under the Prior Notice scenario 2 contingency. (Note that OASIS went down on July 29, 2011. See CSMS 11-000168 for instructions.)
U.S. Customs and Border Protection has issued a message stating that early on July 29, 2011 (at approximately 4:00 am) the link between FDA and CBP was interrupted. The situation is currently being looked into by both CBP and FDA personnel. As a result of the computer outage, FDA will be operating under the Prior Notice scenario 1 contingency.

The Port of Los Angeles has issued a Public Bulletin providing updated information to the trade community on the type of transactions that will be processed at the first floor cargo counter at the U.S. Customs and Border Protection LAX cargo office (11099 S. La Cienega Blvd.). The bulletin covers the daily 24-hour priority counter service and the after-regular-hours clearance procedures between the hours of 4:30 p.m. and 9 p.m., Monday-Friday. U.S. Customs and Border Protection has announced the opening of two new land border ports of entry in Sherwood and Westhope, North Dakota. These new border facilities will replace outdated facilities, strengthen security and facilitate the flow of legal travel and trade through ports of entry along the Northern border. They feature cutting-edge inspection technologies to strengthen security and expedite inspections.
U.S. Customs and Border Protection has announced that CBP agriculture specialists stationed in Puerto Rico and the U.S. Virgin Islands found various actionable pests within commercial consignments of cut flowers, sweet potatoes, chayote, coconuts, celery and Persian limes imported from Colombia, Costa Rica and the Dominican Republic. The identified insects, mentioned by their scientific and common names, are: Frankliniella sp. (thirps), Agromyzidae sp. (leaf-miner flies), Aphididae sp.(aphids), and Pseudococcidae (mealybugs).
