At a March 1, 2011 hearing, Representative Ros-Lehtinen (R), Chairman of the House Foreign Affairs Committee, asked Secretary of State Clinton about U.S. policy towards Iran and the implementation of sanctions against the Iranian regime. During the hearing, the Chairman stated that she remains deeply concerned that the State Department is not fully implementing Iran sanctions and that the Administration must ensure that companies violating U.S. sanctions on Iran are not let off the hook.
On March 3 ,2011, in a one-on-one phone conversation with Colombian President Santos, Senator Hatch (R), Ranking Member of the Senate Finance Committee, reiterated his strong support for the prompt approval of the pending U.S.-Colombia Free Trade Agreement and stressed the need for Congress to extend the Andean Trade Preference Act (ATPA).
On March 3, 2011, House Ways and Means Chairman Camp (R) and Trade Subcommittee Chairman Kevin Brady (R) issued a statement following the announcement by President Obama and Mexican President Calderon of new developments in the longstanding trucking dispute between the two countries. Both Camp and Brady encourage the Administration to move forward with the plan as soon as possible.
On March 2, 2011, the House passed H.R. 662, the Surface Transportation Extension Act of 2011. According to GOP.gov’s Legislative Digest, H.R. 662 would extend the authority to appropriate funds from the Highway Trust Fund (HTF) through September 30, 2011 (from March 4) and set total obligation limitation levels for transportation funding. H.R. 662 was then passed by the Senate on March 3, 2011 without amendment.

On March 2, 2011, six former U.S. Trade Representatives, two former White House Envoys to the Americas, and 11 former Assistant Secretaries of State for the Western Hemisphere sent a letter to the President and House and Senate leaders urging them to agree on a firm deadline for ratifying the Colombian and Panamanian free trade agreements within the first half of 2011.
On March 2, 2011, the Senate considered S. 23, a bill to amend title 35, U.S. Code, to provide for patent reform. The Senate is expected to continue its consideration of S. 23 on March 3, 2011.
On March 2, 2011, the House passed H.R. 662, a bill to provide an extension of Federal-aid highway, highway safety, motor carrier safety, transit, and other programs funded out of the Highway Trust Fund pending enactment of a multi-year law reauthorizing such programs, by a vote of 421 to 4.
On March 2, 2011, the President signed into law H.J. Res. 44, a temporary Continuing Resolution to allow the federal government to continue operations through March 18, 2011 (from March 4, 2011). H.J. Res. 44, which includes $4 billion in spending cuts, was passed by the House on March 1, 2011 and by the Senate on March 2, 2011.
