On January 20, 2011, Representative Kildee (D) introduced the “Fix U.S. Government Contracting Deficit with China Act” (H.R. 375).
On March 7, 2011, the Senate resumed consideration of S. 23, a bill to amend 35 USC to provide for patent reform, and agreed to the motion to close further debate on the bill. The Senate is scheduled to continue its consideration of S. 23 on March 8, 2011.
On March 4, 2011, the President signed into law H.R. 662, the “Surface Transportation Extension Act of 2011,” which provides funding for programs funded from the Highway Trust Fund (HTF) for the period from March 5, 2011 through September 30, 2011; and extends the authority to make expenditures from the HTF for HTF-financed programs through September 30, 2011.

On March 3, 2011, Senate Commerce, Science, and Transportation Committee Chairman Rockefeller (D) issued a statement after the U.S. Department of Transportation Inspector General released a report on the quality of service provided to rail shippers.
On March 4, 2011, the House Judiciary Committee Chairman and certain Republican Committee members issued a critical response to the Department of Homeland Security’s announcement that it would again delay the deadline for states to tighten security requirements for driver’s licenses. According to the statement, the current deadline for states to become materially compliant with REAL ID is May 11, 2011 and DHS has pushed that date back an additional 21 months to January 15, 2013. This is the third delay for implementation of REAL ID.
On March 4, 2011, the Senate began consideration of the motion to proceed to consideration of H.R. 1, making appropriations for the Department of Defense and the other departments and agencies of the Government for the fiscal year ending September 30, 2011.
