The Town of Limon has submitted an application to establish the third foreign-trade zone in the Denver area, according to a notice issued by the FTZ Board. The proposed zone would cover Adams, Arapahoe and Morgan Counties, Colorado, as well as portions of Elbert, Lincoln and Washington Counties. It would be established under the Alternative Site Framework, which streamlines processes for designation of new FTZ subzones and usage-driven sites within the service area by allowing companies to request zone status through the relatively simple "minor boundary modification" process. Comments are due Oct. 14.

The Commerce Department is changing the dates for its trade promotion mission to Peru in November for exporters of renewable energy and energy efficiency goods and services. The trip is now scheduled for Nov. 4-5, and will be led by an "executive" Commerce Department official, it said. Applications are due Sept. 15, according to the original announcement (see 14051616).
The Commerce Department’s Bureau of Industry and Security (BIS) issued a final rule, mostly effective Aug. 7, to implement licensing changes for nuclear products in the Export Administration Regulations (EAR). The final rule removes the license requirements for certain items controlled for nonproliferation reasons in order to comply with the results of a number of Nuclear Suppliers Group plenary summits since 2005. The final rule also adds Croatia, Estonia, Iceland, Lithuania, Malta, Mexico and Serbia as parties to the NSG.
The Port of Houston Authority has submitted an application to the Foreign-Trade Zones Board to reorganize FTZ 84 under the Alternative Site Framework, said the FTZ Board in a Federal Register notice. Under the reorganization, the service area would cover Harris County, Texas. The Commerce Department Bureau of Industry and Security amended the Export Administration Regulations to remove temporary controls on biosensor systems and related “software” and “technology” under the Commerce Control List's 0Y521 Series. Items can only be placed in ECCN 0Y521 for controlled items not listed elsewhere on the Commerce Control List for one year before BIS has to either set permanent controls or end controls on the item (see 12041302). BIS took no action to permanently classify biosensor systems on the CCL, so they became EAR99 items in March 2014. This final rule is effective Aug. 4.
