CBP issued the following releases on commercial trade and related issues:
CBP issued its weekly tariff rate quota and tariff preference level commodity report as of Oct. 27. This report (here) includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics, etc.
Kevin McAleenan was named as CBP's deputy commissioner on Oct. 27 (here) after serving in that role in an acting capacity since April of last year (see 13040115).
CBP released its Oct. 29 Customs Bulletin (Vol. 48, No. 43). While the Bulletin (here) does not contain any ruling articles, it does include recent CBP notices.
The National Treasury Employees Union and CBP jointly devised a plan that is meant to improve the morale among CBP employees, the NTEU said (here). The plans will help create "a more engaged workforce" and enhance "the working relationship between Office of Field Operations (OFO) and NTEU," it said. The plans will eventually be presented to the OFO Labor-Management Forum for recommendations and approval, said the NTEU. Among the project plans are to create standardized OFO leadership training and to "mandate quarterly port level Labor Management Relations Committees" that will provide "joint NTEU/CBP messaging on the importance and benefits of informal collaboration," it said. CBP Commissioner Gil Kerlikowske has promised to work on improving morale at the agency (see 14040301). The NTEU represents some CBP employees.

CBP is requesting comments by Dec. 29 for an existing information collection related to lien notices. CBP proposes (here) to extend the expiration date of this information collection with no change to the burden hours.
The Customs Rulings Online Search System (CROSS) was updated Oct. 25 (here) with 93 rulings, bringing the total number of searchable rulings to 184,258. The most recent ruling is dated 10/23/14.
CBP identified nearly $19 million in Fiscal Year 2014 for distribution to the domestic crawfish industry under the Byrd Amendment (aka the Continued Dumping and Subsidy Offset Act of 2000), the agency said Oct. 24 (here). "The statements are currently being prepared and distributions will be made by the November statutory deadline," it said. "Final distribution amounts are subject to change and could be impacted due to ongoing litigation." The law, which was repealed in 2007, still allows for some anti-dumping and countervailing (AD/CV) duties collected by CBP to be disbursed to domestic producers injured by foreign dumping and subsidies. CBP posted its FY14 Byrd amendment certifications report (here). This report provides information on the claimant name, case name, and case number. Certifications listed on the report do not indicate validity of certification, only receipt.
