The country of origin of analytical-grade acetonitrile for government procurement purposes is the source of the crude acetonitrile that then undergoes a refining process, said CBP in a final determination (here). Though analytical grade-acetonitrile produced in the U.S. by Sigma-Aldrich Corporation has a different use than the crude Chinese acetonitrile the company imports for refining – the refined product is suitable for testing of instruments like mass spectrometers and liquid chromatographers – CBP has “consistently held that refining or purification of a crude substance does not generally effect a substantial transformation, it said. The country of origin of the analytical-grade acetonitrile therefore remains China, said CBP.

There's a problem with the link between the Automated Commercial System (ACS) and the Food and Drug Administration's Operational and Administrative System for Import Support (OASIS) system, said CBP in a CSMS message (here). As a result, submitters who filed via Automated Broker Interface/ACS are prevented from receiving prior notice confirmation and CBP is prevented from auto-checking the prior notice confirmation for ABI/ACS filers, the agency said.
The country of origin for government procurement purposes of solar panels assembled in Poland and South Korea from solar cells made in Malaysia and South Korea is Malaysia and South Korea, respectively, said CBP in a final determination set to be published on Sept. 22 (here). The solar cells make up over half of the value of the finished product, and no substantial transformation occurs in Poland and South Korea because the assembly process includes only minor processes that take less than one day to complete, said CBP.
CBP issued its weekly tariff rate quota and tariff preference level commodity report as of Sept. 21. This report (here) includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs, etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics, etc.
