The U.S.-Australia Defense Trade Cooperation Treaty should take effect in early 2013, said a State Department spokeswoman, after Australia passed implementing legislation in October. According to a State fact sheet, the treaty allows for the export of certain defense articles and services between the U.S. and Australia without the need for export licenses or other International Traffic in Arms Regulations (ITAR) approvals. It will also create an “Approved Community” of government and private sector entities that may export and transfer certain U.S. Munitions List items for pre-approved facilities in Australia and the U.S., State said. A similar treaty with the United Kingdom took effect in April.
Customs services are key to the fight against weapons of mass destruction proliferation, said Simon Limage, Deputy Assistant Secretary of State for Nonproliferation Programs, at a World Customs Organization meeting in Brussels, Belgium. "I also would suggest that implementing international strategic trade control best practices provides Customs services an effective means of bridging these demanding and sometimes competing responsibilities: to secure the global supply chain against proliferation threats while contributing to greater trade efficiency and economic development," he said.

Illegal trafficking in wild animals "relies on porous borders, corrupt officials, and strong networks of organized crime, all of which undermine our mutual security," said Secretary of State Hillary Clinton at a State Department-sponsored meeting on trafficking. "I'm asking the intelligence community to produce an assessment of the impact of large-scale wildlife trafficking on our security interests so we can fully understand what we're up against," she said.
