The State Department Bureau of International Security and Nonproliferation said it will impose sanctions on several foreign entities that it said were involved in the transfer to or acquisition of goods, services, or technology controlled under multilateral control lists from Iran since Jan. 1, 1999; from Syria since Jan. 1, 2005; or the transfer to or acquisition from North Korea since Jan. 1, 2006. All of the technology had the potential to make a material contribution to the development of weapons of mass destruction or cruise or ballistic missile systems, it said.

Directorate of Defense Trade Controls notification of name/address changes:
The State Department's Shipping Coordinating Committee meets at 12:30 p.m. Feb. 25 at the U.S. Coast Guard Headquarters Building in Washington, D.C., the State Department said in a Federal Register notice revising an earlier notice setting the meeting for Feb. 27. The meeting is to prepare for the International Maritime Organization's Flag State Implementation Subcommittee meeting at the IMO Headquarters in London March 4-8, it said.

Systems at State Department's Directorate of Defense Trade Controls will undergo network maintenance Feb. 2 from 8 a.m. until 8 p.m. EST, DDTC said. As a result, during that time the DTrade system will be unavailable to accept submissions, EFS, TRS, ELLIE and MARY will be unavailable, and the pmddtc.state.gov website will be unavailable, it said.

The State Department's Directorate of Defense Trade Controls released a new set of guidelines (here) for the export or temporary import of firearms and munitions on U.S. Munitions List categories I AND III, as updated this month. The guidelines include the forms and accompanying documents for such transactions, as well as information on registration, exemptions, on-line resources, and Congressional notification. Any person who engages in the U.S. in the business of manufacturing or exporting defense articles, defense services, or related technical data is required to register with the U.S. Department of State. Registration does not confer any export rights or privileges, but it is a precondition to the issuance of any license or other approval for export, it said. It also said a number of documents, services, and links are now available online at the DDTC website, www.pmddtc.state.gov.
The State Department Directorate of Defense Trade Controls said Super User designation letters will now be accepted by either e-mail (dtradehelpdesk@state.gov) or via fax (202-663-2756), in a public notice. For e-mailed requests, it said to e-mail the Super User request letter to the DTrade Help Desk at Dtradehelpdesk@state.gov. The request must be a signed, scanned, PDF attachment.
