The effective date for the defense trade treaty between the U.S. and Australia was May 16, the State Department said. The Department published a final rule amending the International Traffic in Arms Regulations to implement the 2007 treaty in April (see 13041017).

The State Department Directorate of Defense Trade Controls announced May 21 it has received enough volunteers for DTrade testing support (see 13052031). DDTC will review the list, select a cross-section of customers to test, and send an email message to those selected in the next two days.
The U.S. Trade and Development Agency is accepting applications from foreign project sponsors for energy project development and preparation activities in the Asia-Pacific region. The funding supports the U.S.-Asia-Pacific Comprehensive Energy Partnership, a project of the U.S. government, the Asia-Pacific Economic Cooperation and the Association of Southeast Asian Nations that aims to address access to reliable energy in the region. U.S. companies working with a foreign project sponsor in Vietnam, Indonesia, the Philippines or Thailand interested in USTDA funding can submit project concepts by July 31. Learn more (here).

State Department’s Directorate of Defense Trade Controls published an update for exceptions allowed under the U.N. Security Council arms embargo for Libya May 10. The Security Council adopted a resolution March 14 which modified the notification requirements for some types of exports. The Council determined the embargo will not apply to the sale, supply or transfer to Libya of:
