The Directorate of Defense Trade Control’s DTrade2 system will be shut down for maintenance the July 4 weekend, from 12 p.m. July 3 until the morning of July 8. DTrade2 will be unavailable for license application submissions the entire weekend. DDTC will post a notice on its website once DTrade2 is operational again. The shutdown is necessary to move parts of the State Department’s license adjudication operations to the Department of Defense’s USXports system, according to a statement from DDTC. The move is part of President Obama’s Export Control Reform initiative. Even after the maintenance, registered DTrade2 users will see little change and will be able to submit license applications as they do today, DDTC said. The U.S. and Ethiopia announced June 11 they are holding the 2013 U.S.-Sub-Saharan African Trade and Economic Cooperation Forum -- also known as the AGOA Forum -- this August in Ethiopia's capital, Addis Ababa. The African Growth and Opportunity Act is the major trade initiative between the U.S. and sub-Saharan Africa. It expires in 2015. The theme of this year's AGOA Forum is "Sustainable Transformation through Trade and Technology." The high-level forum will include discussions on the future of trade and economic cooperation between the U.S. and Africa, and will be attended by private sector and civil society programs. The forum will be held Aug. 12-13.

The Defense Trade Advisory Group posted minutes of its May 9 plenary session. The DTAG, which advises the Bureau of Military-Foreign Affairs on defense trade regulation, discussed Export Control Reform, fundamental research and cloud computing. The latter is the attempt to analyze how to handle and store technical data under the International Traffic in Arms Regulations and the Arms Export Control Act.
