The State Department’s Directorate of Defense Trade Controls (DDTC) released on Sept. 13 public comments on the revamping of U.S. Munitions List (USML) category XI (Military Electronics). The final rule for that USML-Commerce Control List transfer, part of the administration’s Export Control Reform, is expected by the end of 2013, said Bureau of Industry and Security Deputy Assistant Secretary of Export Administration Matt Borman on Sept. 10 (see 13091028).
The State Department granted waivers of restrictions on assistance to Algeria (here), Egypt (here), Lebanon (here), Libya (here), Saudi Arabia (here) and Yemen (here).

The State Department issued a Travel Warning for Pakistan on Sept. 6, warning U.S. citizens to defer all non-essential travel to Pakistan. The presence of foreign and indigenous terrorist groups poses a threat to U.S. citizens across the country, State said. Kidnappings and other acts of violence are common, State added. On Aug. 9, State ordered the departure of non-emergency U.S. government personnel from the consulate in Lahore, Pakistan. Public and consular services are no longer available in Lahore, although U.S. citizens may seek assistance in the Islamabad embassy or the Karachi consulate.

The Department of State is urging U.S. citizens to avoid travel to Iraq, Lebanon and Turkey, due to turmoil in the region and threats against U.S. interests. On Sept. 5, State issued (here) a Travel Warning for Iraq, reminding U.S. citizens of ongoing concerns related to kidnappings and terrorist violence. Many U.S. and third-country business people increasingly travel throughout Iraq, but they are accompanied by security teams and move in restricted fashion, State said.

The State Department’s Directorate of Defense Controls has announced name changes to two corporations. As of Sept. 3, Suntron Corporation changed effective immediately (here) to Benchmark Electronics Phoenix, Inc. As of Aug. 30, the address and name of Meggitt (San Juan Capistrano), Inc. and Meggitt (New Hampshire), Inc. changed effective immediately (here) to Meggitt (Orange County), Inc., located at 14600 Myford Road, Irvine, CA 92606.
The State Department’s Directorate of Defense Trade Controls on Sept. 1 said it will review new commodity jurisdiction requests that involve articles or services related to U.S. Munitions List Category VIII (Aircraft and Related Articles) and Category XIX (Gas Turbine Engines and Associated Equipment). The State Department issued revisions to those categories in April as part of the administration’s Export Control Reform (see 13041518). The final rule that included those revisions will be effective on Oct. 15. Because of current processing times, final determinations for new commodity jurisdiction requests will not be issued until after the Oct. 15 effective date.
