The State Department's Directorate of Defense Control issued the following address change on Oct. 1:
The State Department (here) and the Commerce Department (here) issued concurrent corrections to a final rule that set in motion the transfer of U.S. Munitions List (USML) categories to the Commerce Control List (CCL) on Oct. 15. The rule revises USML categories VIII (aircraft and related articles), XVII (classified articles, technical data and defense services not otherwise enumerated), category XXI (articles, technical data and defense services not otherwise enumerated) (see 13091913). The final rule appeared in the Federal Register on April 16.

The State Department issued a Travel Warning for Kenya on Sept. 27, following a several-day siege last week at a Nairobi shopping mall that left more than 60 people dead. The militant Somali group and Al-Qaida affiliate, Al-Shabaab, claimed responsibility for the attack. The State Department is warning U.S. citizens of the risks in traveling to Kenya, adding that the U.S. government continues to receive information about potential terrorist plots on U.S., Western and Kenyan interests. Kenya has suffered numerous attacks and kidnappings since 2011, since the country began a military campaign in southern Somalia. There remain no restrictions on U.S. embassy travel throughout Kenya.
The State Department’s Directorate of Defense Trade Controls (DDTC) requested comment for DDTC guidelines designed to help exporter applicants implement requirements of the various Federal Register notices that pertain to Export Control Reform (ECR). The first set of ECR rules will take effect Oct. 15 (see 13091913). DDTC also released the guidelines (here) Sept. 23. Interested parties should comment via DDTCResponseTeam@state.gov.
The Department of State issued a proposal to extend the Memorandum of Understanding (MOU) Between the Government of the United States of America and the Government of the Republic of Honduras Concerning the Imposition of Import Restrictions on Archaeological Material from the Pre-Columbian Cultures of Honduras. The MOU restricts the U.S. importation of certain Honduran cultural ceramics, stones/stucco, metal, shells and bones (here). The import restrictions will expire in March 2014 after a five-year effective period (here).
The Department of State’s Shipping Coordinating Committee will conduct an open meeting on Nov. 6 at the U.S. Coast Guard Headquarters Building in Washington, D.C. The primary purpose of the meeting is to prepare for three events at International Maritime Organization (IMO) Headquarters in the United Kingdom:
