The State Department Advisory Committee on International Postal and Delivery Services will meet publicly on March 14 at the American Institute of Architects in Washington, D.C. The meeting will review proposals and issues slated for consideration at the March/April Postal Operations Council meeting in Bern, Switzerland, along with other topics related to international postal and delivery services. The State Department’s Directorate of Defense Trade Controls released on Feb. 26 an updated end-use list for the Australia-U.S. Defense Trade Cooperation Treaty. The document contains more than 150 end-use projects.
The State Department issued a notice of receipt of an application from Plains Pipeline for a presidential permit to operate and maintain existing pipeline facilities on the U.S.-Canada border.

The State Department’s Shipping Coordinating Committee (SHC) will hold (here) a public meeting in Washington D.C. on March 12 to prepare for an International Maritime Organization's (IMO) Marine Environment Protection Committee session, slated to be held at the IMO headquarters in the United Kingdom from March 31 - April 4. The SHC meeting will focus on identification and protection of sensitive sea routes and inadequate reception facilities, among other subjects. The SHC will also hold (here) meetings on March 13 and June 11 in Arlington, Va. to prepare for the first session of the IMO’s Sub-Committee on Navigation, Communication, and Search and Rescue, slated to be held at IMO headquarters June 30 - July 4. The SHC meeting will focus on the routing of ships, ship reporting and safety standards, among other subjects. The State Department Cultural Property Advisory Committee will hold a closed meeting on March 13-14 at the State Department to review import restrictions on Italian and Colombian cultural artifacts. State said it will request public comment regarding the restrictions sometime in the future.
The State Department on Feb. 7 lifted sanctions imposed on Associated Shipbroking in 2011 over violations of the Iran Sanctions Act of 1996. State imposed foreign exchange, banking transactions and property transactions sanctions on Associated Shipbroking and any organization in which Associated Shipbroking has an interest of 50 percent or more. State has lifted sanctions on 17 other entities since 2010, according to the Federal Register notice.
The State Department is amending the International Traffic in Arms Regulations (ITAR) to update the marking and reporting requirements for the UK defense treaty exemption, correct syntactical and typographical errors and remove ITAR managing director as an authorized official because the position no longer exists in State. The updates are largely formatting edits that aim to conform the UK defense treaty exemption with the Australia defense trade treaty exemption, it said. The final rule removes Form DS-4048 from the indicated method of notification process and clarifies items should be marked “prior to” export. The final rule also corrects a typographical error in the ITAR export policy on Lebanon.
The State Department designated Malik Ishaq (aka Mohammed Ishaq and Malik Mohammed Ishaq) as a Specially Designated Global Terrorist. The designation provides the ability to block funds transfers to Ishaq without prior notice.
