State also amended the Foreign Terrorist Organization determination for Al-Qaida in Iraq to include a host of organization aliases (here). The designations include prohibitions against knowingly providing, attempting or conspiring to provide material support or resources or engaging in transactions with this entity. The designations also freeze all property and interests of the entity in the U.S. or in the control of U.S. citizens.

The State Department Cultural Property Advisory Committee charter has been renewed for an additional two years. The committee reviews requests from foreign countries that seek U.S. import restrictions on threatened archaeological or ethnological material. The committee then makes import restriction recommendations to the administration.

The State Department’s Shipping Coordinating Committee (SHC) will hold a public meeting in Washington, D.C. on May 28 to prepare for a International Maritime Organization's (IMO) Technical Cooperation Committee session, slated to be held at the IMO headquarters in the United Kingdom from June 11-13. The meeting will focus on financing of the IMO Technical Cooperation Programme, among other subjects. The program aims to help developing countries comply with international maritime rules and regulations (here). The State Department’s Directorate of Defense Trade Controls systems will go offline for maintenance on April 25 from 6:00 p.m. until 10:00 p.m. EDT. During this time the DTrade system will not accept submissions. The EFS, TRS, ELLIE and MARY systems will be unavailable, as will the pmddtc.state.gov website.
The State Department’s Office of Defense Trade Controls Licensing transferred responsibility for review and adjudication of export license applications and other written requests for U.S. Munitions List Category VII (Tanks and Military Vehicles) to the Aircraft Division, the Directorate of Defense Trade Controls said. There is no industry action required to comply with this change. The transfer became effective on April 21.
