The State Department designated the Mujahidin Shura Council in the Environs of Jerusalem, along with a slew of the organization’s aliases, a Foreign Terrorist Organization (here) and a Specially Designated Global Terrorist (here). The designations include prohibitions against knowingly providing, attempting or conspiring to provide material support or resources or engaging in transactions with this entity. The designations also freeze all property and interests of the entity in the U.S. or in the control of U.S. citizens.

Secretary of State John Kerry in recent days amended the designation of Harakat ul-Mujahidin as a Specially Designated Global Terrorist to include the alias Ansar ul-Ummah. The Pakistan-based militant group operates under a host of other aliases, according to the State Department. The amendment is sanctioned by Executive Order 13224, issued in 2001 (here).
The State Department said it is waiving implementation of certain Iranian sanctions through Nov. 24. The waiver extension is part of a relief deal struck between Iran and P5+1 countries, which include the U.S., Russia, China, United Kingdom, France and Germany. The Treasury Department’s Office of Foreign Assets Control also extended the sanctions relief in recent days (see 14072525). The relief liberalizes restrictions on Iranian exports of petrochemical products, Iran’s purchase and sale of gold and precious metals, the provision of goods and services to Iran’s automotive sector, and the licensing of safety-of-flight inspections and repairs for Iranian civil aviation, and establishes channels to permit importation of humanitarian goods (see 14012715).
The State Department amended the International Traffic in Arms Regulations to implement a change required by a recent UN Security Council resolution regarding peacekeeping forces in the Central African Republic. The resolution directs the UN Integrated Peacebuilding Office in the Central African Republic to be integrated into the UN Multidimensional Integrated Stabilization Mission in the Central African Republic. The final rule is effective Aug. 4.

Boeing Australia Holdings must now be party to licenses and agreements to which Boeing Defence Australia, Insitu Pacific, Boeing Aerostructures Australia, Jeppesen Australia, Aviall Australia, Boeing Australia Component Repairs, and/or Boeing Training & Flight Services Australia are a party following a corporate merger, the State Department’s Directorate of Defense Trade Controls (DDTC) said on July 23. DDTC is not requiring amendments to change currently authorized licenses, but the “amendment waiver does not apply to approved or pending agreements,” said DDTC. Currently approved export licenses for the other companies involved will also not need to be amended to include Boeing Australia Holdings, said DDTC. New license applications will be required to include Boeing Australia Holdings on the application after Aug. 30 or will be considered for return without action for correction.
The State Department, in consultation with the Departments of Justice and Treasury, designated Anders Cameroon Ostensvig Dale a Specially Designated Global Terrorist. The designation includes a prohibition against U.S. persons engaging in transactions with al-Badani. State also froze the property and interests of al-Badani in the U.S., along with property and interests that come into the U.S. or in control of U.S. persons. Anders Dale, a Norwegian citizen, traveled to Yemen to join al-Qa’ida in the Arabian Peninsula, State said (here).
