The State Department designated a number of individuals and groups as Specially Designated Global Terrorists. The designations include prohibitions against knowingly providing, attempting or conspiring to provide material support or resources or engaging in transactions with those designated. The designations also freeze all property and interests of the individuals and entities in the U.S. or in the control of U.S. citizens. State slapped the terrorist label on the following individuals.
The Directorate of Defense Trade Controls external systems EFS, TRS, ELLIE, and MARY, as well as DTAS Online, will be unavailable for industry users from Oct. 6 at 6 p.m. to Oct. 7 at 6 a.m., DDTC said in an Oct. 3 announcement. The systems will go off-line for "system upgrades in support of an upcoming Federal Register Notice."

The State Department provided more information on sanctions imposed on the Italian company Dettin SpA and the United Arab Emirates-based Goldentex FZE, saying all U.S. loans to those companies are prohibited, as well as all other dealings. The two companies violated the U.S. sanctions regime on Iran, along with many other individuals and entities, the Obama administration said in late August (see 14082923). State specified that the Export-Import Bank is barred from providing any guarantees, insurances or extension of credit to Dettin SpA.

The State Department issued two notices to designate a total of nine Iranian companies as Foreign Terrorist Entities. The moves draw from the 2005 Executive Order 13382, which provides the administration greater authorities to clamp down on entities that are involved in weapons of mass destruction proliferation (here).
