The State Department posted on Feb. 13 a list of goods and services that are still ineligible for importation from Cuba (here). President Barack Obama took steps to normalize relations with Cuba in December, slashing some restrictions on U.S. imports from the Cuban private sector, State said. But restrictions are still in place for a wide range of agricultural goods, chemicals, machinery and other imports. The goods specified on the State list are an exhaustive run-down on all remaining ineligible imports from the Cuban private sector, State said.
U.S. exporters need to wait until all Export Control Reform changes for specific State Department-sanctioned arms trade agreements are finalized before the ECR control changes become valid within each agreement, said State’s Directorate of Defense Trade Controls in a rule effective Feb. 4 (here). The “relevant final rule” is now the last ECR rule change that impacts a specific agreement, such as Manufacturing License Agreement, Technical Assistance Agreement or Warehouse and Distribution Agreement, so all ECR changes won’t be recognized until each category wraps up its ECR transition. The new DDTC rule is now part of The Guidelines for Preparing Electronic Agreements (here). The ECR overhaul is ongoing (see 1412310014).

The State Department named 'Abdallah al-Ashqar a Specially Designated Foreign Terrorist (here). State previously said al-Ashqar is a Palestinian militant loyal to the Mujahidin Shura Council in the Environs of Jerusalem, a sanctioned group (here). The designation includes prohibitions against knowingly providing, attempting or conspiring to provide material support or resources or engaging in transactions with the individual. The designations also freeze all property and interests of the entity in the U.S. or in the control of U.S. citizens. The Treasury Department’s Office of Foreign Assets Control put al-Ashqar on the Specially Designated Nationals List on Jan. 14 (see 1501150021).
The Directorate of Defense Trade Controls will shut down use of its external systems, which include DTrade, EFS, Mary, and Ellie from Jan. 16 at 5:00 p.m. through Jan. 17 at 6:00 p.m. for a maintenance outage (here). DTAS Online will also be down, and the DDTC website will be unavailable during the outage, said the agency.
