The State Department's Directorate of Defense Trade Controls released on May 5 updated answers to frequently asked questions on Export Control Reform (here). Through ECR, the Obama administration is transferring control of dual-use items from State's U.S. Munitions List to the Commerce Control List (here). The administration unveiled its most recent proposal to transfer fire control and related goods to the CCL on May 4 (see 1505040021). The FAQs cover topics ranging from license expiration to commodity jurisdiction requests and Automated Export System classification.

The State Department designated Hezbollah members Meliad Farah (here), Hassan el-Hajj Hassan (here), and Hussein Atris (here) as Specially Designated Global Terrorists. The designation includes prohibitions against knowingly providing, attempting or conspiring to provide material support or resources or engaging in transactions with the individual. The designation also freezes all property and interests of the individuals in the U.S. or in the control of U.S. citizens. All three individuals are suspected of involvement in terrorist activities outside of Lebanon, the home base of Hezbollah, State says (here).

The State Department designated Christodoulos Xiros (here) and Nikolaos Maziotis (here), both of Greece, as Specially Designated Global Terrorists. The designation includes prohibitions against knowingly providing, attempting or conspiring to provide material support or resources or engaging in transactions with the individual. The designation also freezes all property and interests of the individuals in the U.S. or in the control of U.S. citizens. Both individuals have long been part of violent efforts to fight the Greek government and Western interests, State says (here).
The State Department is decommissioning the ELLIE external system, used to track paper applications for State’s Directorate of Defense Trade Controls, the agency said in an April 24 memo (here). The end of ELLIE is part of DDTC’s modernization efforts, State said. State asks that industry members immediately begin including valid email addresses on all paper applications, such as General Correspondence Letters and requests for approval of trade in classified items, so the agency can follow up with ELLIE users on their applications. Industry users will be able to check the status of applications via ELISA at http://elisa.dtsa.mil/.

The State Department designated the head of al-Shabab, Ahmed Diriye, and Mahad “Karate," a militant in the Somali organization, as Specially Designated Global Terrorists (here). The designation includes prohibitions against knowingly providing, attempting or conspiring to provide material support or resources or engaging in transactions with the individual. The designation also freezes all property and interests of the individuals in the U.S. or in the control of U.S. citizens. Diriye (here) has led al-Shabab since September 2014. "Karate" (here) participated in a recent high-profile attack on a university in Garissa, Kenya, State says.
