The State Department is suspending all import and export licenses and other approvals for two North Korean entities over violations of the International Traffic in Arms Regulations (here). Those suspensions will stay in effect for two years for both Hesong Trading and the Korea Mining and Development. Those two companies have participated in proliferation activities, State said.

The State Department's Directorate of Defense Trade Controls will shut down all its website and external systems, which include DTrade, EFS, Mary, and Ellie, on Sept. 11 from 6:00 p.m. to 8:00 p.m. for a maintenance outage. The agency notified the public of the outage on Sept. 10 (here).
The State Department designated Abu ’Ubaydah Yusuf al ’Anabi as Specially Designated Global Terrorist. The State notification didn't elaborate on 'Anabi's nationality, location or activities. The designation includes prohibitions against knowingly providing, attempting or conspiring to provide material support or resources or engaging in transactions with the individual. The designation also freezes all property and interests of the individuals in the U.S. or in the control of U.S. citizens.
The State Department designated alleged Hamas members Muhammed Deif (here), Rawhi Mushtaha (here) and Yahya Ibrahim Hassan Sinwar (here) as Specially Designated Global Terrorists. Hamas is the Palestinian political and militant group that governs the Gaza Strip. State gave the same designation to Samir Kuntar (here), an alleged member of the Palestinian Liberation Front. The designation includes prohibitions against knowingly providing, attempting or conspiring to provide material support or resources or engaging in transactions with the individual. The designation also freezes all property and interests of the individuals in the U.S. or in the control of U.S. citizens.
The State Department's Directorate of Defense Trade Controls registered in August a slight drop in both the number of licenses the agency handled and the processing time for determinations. DDTC launched a new monthly analysis of that data in July (see 1508040065). The Obama administration's Export Control Reform, the regulatory process underway to transfer control of dual-use items from State to the Commerce Department, has fueled a significant decrease in State export licensing, DDTC said months ago (see 1504130021). State received roughly 3,600 cases in August and closed nearly 3,800. The processing time decreased from 27 days in June to 26 in July, but that number has risen over the past year.
