The Food and Drug Administration has updated the Prevention section of its frequently asked questions document on the Food Safety Modernization Act to add one FAQ on when FDA will issue a proposed rule to address certain circumstances involving: 1) activities that constitute on-farm packing or holding of food and 2) activities that constitute on-farm manufacturing or processing of food. According to the question, this rulemaking is to clarify the activities that are included as part of the definition of the term "facility."
The Environmental Protection Agency (EPA) is announcing a 60-day public comment period and listening session on October 26, 2011 for the external review draft human health assessment titled, "Toxicological Review of n-Butanol: In Support of Summary Information on the Integrated Risk Information System (IRIS)". The draft assessment has not been formally disseminated by EPA. It does not represent and should not be construed to represent any policy or determination. Comments are due by November 7, 2011.
The Environmental Protection Agency and National Highway Traffic Safety Administration have each issued final rules, effective November 14, 2011, to establish a comprehensive Heavy-Duty National Program that will reduce greenhouse gas emissions and fuel consumption for onroad heavy-duty vehicles.

The Food and Drug Administration is amending, effective September 19, 2011, the animal drug regulations to update the allowable incremental increase for residues of progesterone in edible tissues of cattle and sheep based on the 1994 revised daily consumption values. FDA states that this action is being taken to improve the accuracy of the regulations.
The Environmental Protection Agency and its Mexican counterpart agency announced the availability of the draft document, “Border 2020: U.S.-Mexico Environmental Program.” Border 2020 is an eight-year, bi-national, environmental program for the U.S.-Mexico border region that establishes six goals such as reducing conventional air pollutant and GHG emissions, improving water infrastructure sustainability and enhancing joint preparedness for environmental response. As required by the Toxic Substances Control Act, the Environmental Protection Agency has issued "receipt and status" reports on the premanufacture notices (PMNs) and applications for test marketing exemptions (TMEs) that it has received from those intending to manufacture (which includes import) a new chemical (i.e., a chemical not on the TSCA Inventory). The notice covers the period from June 6, 2011 to July 1, 2011. Comments are due by October 16, 2011.

The Environmental Protection Agency is announcing and seeking comments on draft test guidelines for Series 810--Product Performance Test Guidelines for Public Health Uses of Antimicrobial Agents, concerning specifically air, textiles, and water. These draft test guidelines address efficacy testing for antimicrobial agents intended to be used on hard, inanimate, environmental surfaces; in the air; and in water, and which bear label claims as disinfectants and/or sanitizers. The guidelines cover disinfectants and sanitizers for use on fabrics and textiles, air sanitizers, and disinfectants for use in water. Comments are due by approximately December 6, 2011.
