India's Ministry of Commerce and Industry has issued a press release on U.S. and European Union subsidization of agriculture, which it describes as a substantial trade distortion. The Ministry quotes Organization for Economic Development and Cooperation statistics which put the level of support of agricultural producers at 9% in the U.S. in 2007-09 (expressed as a percentage of producer revenues) and 23% in the EU. The Ministry states that if the key, draft WTO proposals on agriculture are ever agreed to, the EU and U.S. would be required to reduce their levels of support to farmers by 55%-80%.
The European Commission has initiated an investigation of possible circumvention of certain countervailing and antidumping duty measures imposed on imports of biodiesel originating in the U.S. The EC states that the request was lodged on June 30, 2010 by the European Biodiesel Board and contains sufficient preliminary evidence that the CV measures on imports of biodiesel from the U.S. are being circumvented by means of the transhipment of biodiesel via Canada and Singapore and by exports of biodiesel in a blend containing by weight 20% or less of biodiesel.
The World Trade Organization has posted a notification by Panama requesting extension of the transition period for the elimination of export subsidies classified as prohibited under Article 3.1 of the WTO Agreement on Subsidies and Countervailing Measures (SCM). On August 6, 2010, Japan's Ministry of Economy, Trade and Industry (METI) initiated a “Voluntary Security Export Controls Program” aimed at supporting voluntary export controls by small and medium enterprises. The project consists of 1) consultations for individual cases to create voluntary internal compliance programs by advisors with extensive experience and the 2) invitation for participation in a seminar designed to raise awareness of controls.

The World Trade Organization has posted questions and comments posed by the U.S. on China's semi-annual report at the April 2010 meeting of the Committee on Anti-Dumping Practices. The U.S. notes, among other things, that China routinely does not provide sufficiently detailed disclosures of its actual dumping margin calculations, and asks China to disclose certain methodologies.
