Various U.S. government agencies are seeking comments on the following information collections for which they have requested or intend to request Office of Management and Budget approval or extension of approval (see notices for specific details):
The International Trade Administration's U.S. and Foreign Commercial Service is organizing a Beauty and Cosmetics Trade Mission to India (New Delhi, Mumbai and Bangalore), November 15-19, 2010, which will assist U.S. beauty and cosmetics companies to identify prospective representatives, distributors, partners, and end-users in the Indian market.
The Coast Guard has issued a proposed rule to require that all vessels subject to the International Convention for the Safety of Life at Sea (SOLAS), and carrying bulk solid cargoes other than grain, comply with the International Maritime Solid Bulk Cargoes (IMSBC) Code, among other things. Comments are due by July 19, 2010.
The Environmental Protection Agency has issued a final rule which amends the pesticide container and containment regulations to extend the 40 CFR 156.159 pesticide labeling compliance date from August 16, 2010 to December 16, 2010. EPA has also issued a proposed rule to further extend the compliance date to August 16, 2011, on which comments are due by July 15, 2010.
The Environmental Protection Agency has issued a proposed rule to amend the 2009 Final Mandatory Greenhouse Gas Reporting rule to correct certain technical and editorial errors, including additional information to better or more fully understand compliance obligations, corrections to data reporting elements, etc. Comments are due by July 30, 2010.
The Defense Department has sent to the Office of Management and Budget for approval an interim final rule entitled: Federal Acquisition Regulation; FAR Case 2009-039; Buy American Exemption for Commercial Information Technology - Construction Material.
The Bureau of Industry and Security has issued a final rule, effective June 15, 2010, which makes a technical amendment to the Export Administration Regulations to remove three references concerning Federal court jurisdiction to review certain BIS enforcement orders, as federal court jurisdiction to review these BIS final orders is governed by statute, not by regulation.
The Bureau of Industry and Security has updated its commodity classification Web page to include information received from an additional ten companies (for a total of 48) that have requested that the information available on their companies’ Web sites, and/or their companies’ export control points of contact, be accessible via the BIS Web site.
On June 10, 2010, State Department officials met for the third U.S.-Malaysia Senior Officials Dialogue in Washington, D.C. During the Senior Dialogue, the delegations exchanged views on a wide range of bilateral, regional, and global issues, including matters such as trade, security, ASEAN, regional architecture, nuclear non-proliferation, and climate change.
