The U.S. Department of Agriculture’s Grain Inspection, Packers and Stockyards Administration is issuing an interim rule, effective July 20, 2010, to potentially make permanent the current waiver for high quality grain exported in containers from the mandatory inspection and weighing requirements of the U.S. Grain Standards Act (USGSA). This interim rule only extends for 2 years a 5-year waiver that is set to expire on July 31, 2010, and asks for interested parties to comment on making this waiver permanent by September 17, 2010.

The Federal Trade Commission has issued a final rule which makes final amendments to the lamp labeling requirements in the Appliance Labeling Rule. FTC also seeks further comment on several issues for consideration in any subsequent rulemaking. Certain testing, reporting, and sampling requirement amendments under 16 CFR 305.8 will become effective August 18, 2010. All other amendments will become effective July 19, 2011. Comments are due by September 20, 2010.

The Office of Foreign Assets Control has designated nine individuals and 13 entities located in Colombia, Mexico and Panama as Specially Designated Narcotics Traffickers pursuant to Executive Order 12978, which prohibits U.S. persons from conducting financial or commercial transactions with these individuals and entities and freezes any assets the designees have under U.S. jurisdiction.
