The International Trade Commission published notices in the Sept. 9 Federal Register on the following AD/CV injury, Section 337 patent, and other trade proceedings (any notices that warrant a more detailed summary will be in another ITT article):
The International Trade Commission is asking for comments on public interest factors raised by a possible import ban on silicon microphone packages imported by GoerTek. The administrative law judge assigned to the Section 337 investigation recently recommended a limited exclusion order on GoerTek, based on allegations from Knowles Electronics the products infringe its patents. The microphones packages are used in consumer electronic products like cellphones, notebooks, headsets, and digital cameras made by companies such as Samsung, Apple, Motorola and HTC, said Knowles in the complaint it filed in June (see 13062601). Comments are due Sept. 30.
The Commerce Department issued an antidumping duty order on oil country tubular goods from Taiwan (A-583-850). The order permanently exempts Chung Hung Steel from duties because Commerce found a zero AD duty rate for the company. Because of the ITC's finding that there is a threat of injury to U.S. industry, but no actual injury at this moment, any AD duty cash deposits collected before Sept. 5 are being refunded.
The Commerce Department issued antidumping duty orders on oil country tubular goods from India (A-533-857), Turkey (A-489-816) and Vietnam (A-552-817). The order details a "gap period" of Aug. 24 - Sept. 4 of no AD duty liability due to the expiration of the "provisional measures" period. Commerce also adjusted AD rates for OCTG from Vietnam to correct a calculation error.
The Commerce Department issued an antidumping duty order on oil country tubular goods from South Korea (A-580-870). With the issuance of this order, AD duties on OCTG from South Korea become permanent, and can only be ended in certain circumstances, like a sunset review or a changed circumstances review. Commerce will now begin conducting annual administrative reviews on OCTG from South Korea, if requested, to determine final assessments of AD duties and make changes to AD duty cash deposit rates.

The Animal and Plant Health Inspection Service announced changes Sept. 8 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.
The Foreign Trade Zones Board issued the following notices for Sept. 9:
The Foreign-Trade Zones Board announced its approval of the expansion and reorganization under the Alternative Site Framework of FTZ 134 in and around Chattanooga. The zone will now cover all of Hamilton, Marion, Grundy, Warren, Sequatchie, Bledsoe, Rhea, Meigs, Bradley, Polk and McMinn Counties, Tennessee. Under the Alternative Site Framework reorganization, companies will now be able to request subzone status through the relatively simple "minor boundary modification" process.
