The International Trade Administration initiated a new shipper review for the antidumping duty order on fresh garlic from China (A-570-831) at the request of Shijiazhuang Goodman Trading Co. for merchandise it exports to the U.S. produced by Jinxiang Zhongtian Business Co. The ITA will determine if Goodman is eligible for an estimated AD cash deposit rate other than the China-wide entity rate it currently receives.

The Food and Drug Administration issued its weekly Enforcement Report for Dec. 26 that lists the status of recalls and field corrections for food, drugs, biologics, and devices. The report covers both domestic and foreign firms.
Chilean food processor Procesadora de Productos Marinos Delifish S.A. is voluntarily recalling its cold-smoked salmon products, said the Food and Drug Administration. The salmon, imported from Chile and distributed in 11 U.S. states and Puerto Rico, is potentially contaminated with Listeria. No complaints or illnesses had been reported as of Dec. 28. No other products supplied by Delifish or Marine Harvest USA are involved in this case, FDA said.

The Animal and Plant Health Inspection Service announced changes Dec. 28 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.
The Food Safety and Inspection Service will hold a public meeting Jan. 24 from 2 to 4 p.m. in Washington, D.C. to get input on agenda items and draft U.S. positions that will be discussed at the 20th session of the Codex Committee on Food Import and Export Inspection and Certification Systems. The Agricultural Marketing Services is proposing a new paper and paper-based packaging promotion, research, and information order. The program would be financed by an assessment of $0.35 per short ton on manufacturers and importers of the products, and would cover four types of paper and paper-based packaging: (1) printing, writing and related paper (used to make products for printing, writing and other communication purposes); (2) kraft packaging paper (used for products like grocery bags and sacks); (3) containerboard (used to make corrugated boxes, shipping containers and related products); and (4) paperboard (used for food and beverage packaging, tubes and other miscellaneous products).
The Foreign Trade Zones Board issued the following notices for Dec. 31:
International Veneer Co. will pay $12,500 to settle allegations that it violated the Export Administration Regulations by failing to report boycott requests, according to a Bureau of Industry and Security settlement agreement. International Veneer is charged with failing to report boycott requests on seven occasions between 2007 and 2010 in relation to exports it made to Lebanon and the United Arab Emirates. Specifically, letters of credit for the transactions required documents that said the carrying vessels were allowed to enter Lebanese and UAE ports. If International Veneer fails to pay the penalty in 30 days, BIS may suspend its export privileges for one year. The company neither admitted nor denied its guilt.
