CBP hopes to begin its pilot program for entry of residues in instruments of international traffic (IIT) by the end of the fiscal year, said officials at an April 9 webinar hosted by Integration Point. Through the test, CBP will roll out its new “residue entry” type, and allow carriers and importers an alternative to filing consumption entries for residue in containers, they said. Given the fees and brokerage costs associated with consumption entries, CBP expects high levels of participation, the officials said. The agency will not restrict participation in the pilot, nor even require formal registration, they said.

The International Trade Commission is asking for comments by April 17 on public interest issues arising from Okin’s Section 337 patent complaint on linear actuators. Okin filed the complaint April 3, alleging Changzhou Kaidi and its U.S. affiliate Kaidi LLC are importing linear actuators that infringe its patents (see 13040601). The linear actuators at issue use electric motors to extend the footrest and adjust the chair back on seating furniture. Okin is requesting a general exclusion order blocking all imports of linear actuators that infringe its patents, as well as cease and desist orders against the two respondents.

The International Trade Administration issued the preliminary results of the countervailing duty administrative review on circular welded carbon steel pipes and tubes from Turkey (C-489-502). The preliminary CV rates for all three companies under review were found to be de minimis. If the ITA continues to find zero CV rates for these companies in the final results, it will instruct CBP to liquidate entries of the company's subject merchandise during the period of review without regard to AD duties. These CV rates are not in effect. The ITA may modify them in the final results of this review and change the estimated CV cash deposit rate for these companies.

The ITA calculated a preliminary zero AD rate for Saha Thai Steel Pipe (Public) Company, and said Pacific Pipe Company, the other respondent, had no reviewable shipments. If the ITA continues to find a zero AD rate for Saha Thai in the final results, it will instruct CBP to liquidate entries of the company's subject merchandise during the period of review without regard to AD duties. These preliminary results are not in effect. The ITA may modify them in the final results of this review and change the estimated AD cash deposit rate for these companies.

The ITA preliminarily denied the RMB/IFI Group's request for partial revocation, because the company has not been assigned three consecutive zero rates -- the ITA calculated a positive AD rate for the company in the final results of the previous administrative review. These preliminary results are not in effect. The ITA may modify them in the final results of this review and change the estimated AD cash deposit rate for these companies.
The Environmental Protection Agency set a pesticide tolerance for residues of dinotefuran in all food or feed commodities in handling establishments where these products are held, stored, processed, prepared or served. The tolerance does not apply to commodities already covered by a higher tolerance because of use on growing crops or inadvertent residues, the EPA said. Compliance with the tolerance level should be determined by measuring only dinotefuran. The tolerance is effective April 10. Objections and requests for hearings are due by June 10.
