The Food and Drug Administration announced the final version of a compliance policy guide on salmonella-contaminated food for animals. The document sets FDA staff criteria for enforcement actions against contaminated animal food, including animal feed and pet food. As of press time, the new guide is unavailable on FDA's website, but the agency said it will be posted (here).

The Animal and Plant Health Inspection Service announced changes July 11-12 to Plant Protection and Quarantine (PPQ) electronic manuals. While some changes are minor, other changes may affect the admissibility of the plant products, including fruits, vegetables, and flowers.
The Court of International Trade sustained a scope ruling that found thermal paper jumbo rolls produced in a third country but converted to thermal paper ready for consumer use by Paper Resources in China to be outside of the scope of the antidumping duty order on lightweight thermal paper from China (A-570-920).

The House version of the 2013 Farm Bill includes a “dangerous and unnecessary” provision that could delay implementation of Food Safety Modernization Act regulations, according to the Center for Food Safety. Part of the bill passed by the House of Representatives July 11 directs the Food and Drug Administration to publish scientific and economic analyses on FSMA final rules before FDA can enforce any FSMA regulations.

The International Trade Administration issued the preliminary results of its antidumping duty administrative review on hot-rolled carbon steel flat products from China (A-570-865). The agency preliminarily found that the three affiliated companies under review, Baosteel Group Corporation, Shanghai Baosteel International Economic & Trading Co., Ltd., and Baoshan Iron and Steel Co., Ltd. did not have any reviewable shipments to the U.S. If these preliminary results are finalized, subject merchandise from these companies will continue to enter at AD rates calculated in previous reviews. These preliminary results are not in effect. Commerce may modify them in the final results of this review and change the estimated AD cash deposit rate for these companies.
