The Foreign Trade Zones Board is issuing the following notices for April 30, 2012:
A general challenge of the International Trade Administration’s alleged failure to require explanations from petitioners for review requests and withdrawals of review requests in antidumping and countervailing duty proceedings was dismissed by the Court of International Trade because of lack of subject matter jurisdiction.
A listing of recent antidumping and countervailing duty messages from the International Trade Administration posted to U.S. Customs and Border Protection's Web site as of April 27, 2012, along with the case number(s) and CBP message number, is provided below. The messages are available by searching on the listed CBP message number at http://addcvd.cbp.gov.
The International Trade Administration said it will no longer publish certain aspects of its determinations in antidumping and countervailing duty proceedings in the Federal Register. The ITA said it's taking this action due to the mounting costs of publishing notices in the Federal Register and widespread access to the Internet. According to the ITA, the content of many the ITA’s Federal Register notices will be reduced (for example, extension notices for preliminary and final results), with much of the information previously included in its FR notices being made available on the ITA’s website. The ITA said it will implement these changes incrementally, beginning May 15, 2012.
The Foreign Trade Zones Board posted a reminder that its final rule amending the Foreign Trade Zone regulations is effective April 30, 2012. Specifically, certain changes to application procedures, such as the FTZB’s new production notification procedure, submission of a “pre-docketing” copy of all applications, and its accelerated timeline for approval of the subzone application process, among other things, will be effective April 30. The FTZB says that while forms for production notifications and subzone applications are in review by the Office of Management and Budget, applications should be submitted using the pre-existing format, but only certain questions need to be answered.

The International Trade Commission voted to institute an investigation of certain cameras and mobile devices, related software and firmware, and components thereof and products containing the same (337-TA-842). The products at issue in this investigation are certain cameras and mobile devices with software and firmware that can be used to combine portions of individual captured images to give a sense of depth to the images.
The International Trade Commission voted to institute an investigation of certain computer and computer peripheral devices and components thereof and products containing same (337-TA-841). The products at issue in this investigation are laptop and desktop computers and computer peripheral devices such as media card readers and printers.

The International Trade Administration issued the preliminary results of its new shipper review of the antidumping duty order on seamless refined copper pipe and tube from Mexico (A-201-838), which preliminarily finds an estimated cash deposit rate of zero for Golden Dragon1 as manufacturer/exporter. These preliminary results are not in effect. The ITA may modify them in the final results of this review and change the estimated AD cash deposit rate for this company.
