The International Trade Commission is publishing notices in the July 30 Federal Register on the following AD/CV injury, Section 337 patent, and other trade proceedings (any notices that warrant a more detailed summary will appear in another ITT article):
The International Trade Commission mostly affirmed a March 2 administrative law judge’s final initial determination, and found no violation of section 337 with respect to Rambus’ patent claims in its investigation of certain semiconductor chips and products containing the same (337-TA-753). ITC therefore terminated the investigation. LSI Corporation and STMicroelectronics, along with their customers Asustek and Asus, Cisco Systems, Garmin International, Hewlett-Packard. Hitachi Global Storage Technologies, and Seagate Technology were the only respondents remaining in the investigation, which had originally included Freescale, Broadcom, Mediatek, and NVIDIA.
The International Trade Commission said it's considering what the effects of a limited exclusion order directed against certain light-emitting diodes and products containing the same (337-TA-784) manufactured or imported by LG would have upon the public welfare, competition conditions in the U.S., and U.S. consumers, in light of a July 9 administrative law judge recommended determination on remedy and bonding. Comments are due by Aug. 22.
The International Trade Administration initiated a new shipper review for the antidumping duty order on multilayered wood flooring from China (A-570-970) at the request of Power Dekor Group Co., Ltd., which said it exports merchandise produced by Guangzhou Homebon Timber Manufacturing Co., Ltd. The ITA will determine if this company is eligible for an estimated AD cash deposit rate other than the China-wide entity rate it currently receives.
The International Trade Administration initiated administrative reviews for certain firms subject to antidumping duty orders with June anniversary dates. The ITA intends to issue the final results of these reviews no later than June 30, 2013.
The International Trade Administration issued a fact sheet announcing its affirmative preliminary determinations in the antidumping duty investigations of steel wire garment hangers from Taiwan (A-583-849) and Vietnam (A-552-812), which found preliminary AD rates of 69.98% to 125.43% for Taiwan, and 135.81% to 187.51% for Vietnam. The official notice of the ITA's preliminary determinations, which will trigger the implementation of the AD cash deposit requirements for subject merchandise, will be published in the Federal Register soon.

The Animal and Plant Health Inspection Service announced in an email, sent July 30, that on July 18 it postponed the use of risk-based sampling (RBS) procedures on shipments of plants for planting at plant inspection stations (PIS) after only two days of implementation. PIS managers were instructed to return to the use of traditional sampling methods until further notice, it said.
