The Consumer Product Safety Commission is proposing to add seasonal and decorative lighting products that lack certain features to its substantial product hazard list. If the rule is finalized, seasonal and decorative lighting products that do not meet industry standards for minimum wire size, strain relief and overcurrent protection will be subject to refusal of admission, and importers and manufacturers that import hazardous seasonal and decorative lighting products would be subject to CPSC corrective action plans and penalties.

The Consumer Product Safety Commission’s new safety standard for magnet sets will take effect on April 1, 2015, according to a final rule set to be published in the Federal Register. The commission voted unanimously to approve the standard on Sept. 24 (see 14092602). Under the final rule, magnet sets are “aggregations of separable magnetic objects that are marketed or commonly used as a manipulative or construction item for entertainment, such as puzzle working, sculpture building, mental stimulation, or stress relief.” If a magnet set includes a magnet that fits inside CPSC’s small parts cylinder, the strength of each magnet in the set must fall under certain limits. Individual magnets that are marketed or intended for use as part of a magnet set must also meet the standard.

Under the new standard approved by a unanimous vote, each individual magnet that is either part of a magnet set or is intended for use as part of a magnet set must either be large enough that the magnet doesn’t fit into a CPSC small parts cylinder, or the magnetic force must be lower than a specified measure. The new standard will apply to magnets imported 180 days after the final rule is published in the Federal Register.
