CBP released its Feb. 7 Customs Bulletin (Vol. 47, No. 7). While the Bulletin does not contain any ruling articles, it does include recent general notices.
Customs Rulings Online Search System (CROSS) was updated Feb. 11 with 164 rulings, bringing the total number of searchable rulings to 175,928. The most recent ruling is dated 02/08/2013.

For the third consecutive quarter, CBP set the interest rate at 3 percent for when a reconciliation results in additional money owed to Customs, it said. It applies for the quarter ending March 31.
CBP said "we can feel very optimistic about the future of U.S. trade," based on the results of fiscal year 2012, it said in its annual Import Trade Trends report for the year (here). CBP also recently posted the same reports for FY 2011 (here) and FY 2010 (here).

The election of half of the board members for the National Custom Brokers & Forwarders Association of America begins later this month. Nominations and nominating petitions are due Feb. 22. If there's a contested election, proxies will be sent to members in the areas represented by March 8. The results will be announced April 8 at the annual meeting in Rancho Mirage, Calif.
CBP and the European Union said a mutual recognition decision between CBP’s Customs-Trade Partnership Against Terrorism (C-TPAT) program and the EU’s Authorized Economic Operator (AEO) program was fully implemented, effective Jan. 31. The agreement makes it easier for C-TPAT members to export to EU member states, and includes lower risk score and fewer exams. CBP said.
CBP said it plans to find another date for Trade Support Network Plenary Session that was tentatively scheduled for Feb. 26-28. The agency was unable to "secure a venue on those dates" and CBP is "working on alternative dates for this spring," said CBP spokeswoman by email.
