CBP Posts AESTIR Changes, AES Upgrade Tentatively Scheduled

CBP posted an updated summary of changes for the Automated Export System Trade Interface Requirements (AESTIR). The changes will be effective following the AES upgrade, which is tentatively scheduled after September. The following changes to Appendix A for Commodity Response Filing Messages, AES General Information and Part II AES Record Formats have been posted:

Effective at the Completion of the AES Upgrade

AES GENERAL INFORMATION - Section 1. The Automated Export System (AES) - Commodity Data Filing Options

  • Changed: Postdeparture from ‘ten (10) calendar days’ to no later than ‘five (5) calendar days’ from the date of exportation.

Part II AES Record Formats -- Section 1 AES Commodity Data Transactions Proprietary Formats (Commodity Shipment Filing and Response)

  • Added:
    • Ultimate Consignee Type to Input N03 Record
    • License Value to Input CL1 Record
  • Changed: Foreign Trade Zone Identifier in Input SC2 Record

Appendix A -- Commodity Response Filing Messages

  • Added:
    • Response Code: 339 ULT CONS TYPE MUST BE SPECIFIED
    • Response Code: 371 ULT CONS TYPE MUST BE D, G, O or R
    • Response Code: 15A FTZ MUST BE 3 NUM (VALID ZONE) & 4 ANUM
    • Response Code: 15B FTZ CANNOT HAVE TRAILING ZEROS OR SPACES
    • Response Code: 067 License value amount must be reported & GT zero.
    • Response Code: 079 LICENSE VALUE CONTAINS NON-NUMERICS
    • Response Code: 255 LICENSE VALUE AMT CANNOT exceed $999,999,999
  • Changed: Response Code: 567 CNTY MUST BE CA FOR CANADIAN ITAR EXMPTN
