ITC Issues Final Report on Proposed HTS Changes for January 1, 2007 (Part XXIV - HTS Chapter 84 - Part D)
The International Trade Commission (ITC) has issued a final report to the President in connection with its investigation of proposed modifications to the Harmonized Tariff Schedule (HTS) that are expected to take effect on January 1, 2007.

This final report, entitled, Proposed Modifications to the Harmonized Tariff Schedule of the U.S., is part of ITC investigation number 1205-6 which was instituted in September 2004, in conjunction with the third review cycle of the International Convention on the Harmonized Commodity Description and Coding System (HS).
This is Part XXIV of a multi-part series of summaries on the ITC's final report. Part XXIV highlights, in part, the proposed changes to HTS Chapter 84 as set forth in Appendix B. Proposed Changes to HTS Chapter 84 (Part D)
Appendix B of the ITC final report sets forth the following proposed changes for HTS Chapter 84 (partial list; see report for complete details):
Chapter 84:Nuclear reactors, boilers, machinery and mechanical appliances; parts thereof
- 1.60.30 through 8471.60.67 and the superior text preceding 8471.60.30 would be deleted
- 2.20.00 would be deleted
- 2.90.05 would be added
- 2.90.70 would be deleted
- 2.90.80 would be deleted
- 3.30.30 would be deleted
- 3.30.10 and 8473.30.50 would be renumbered as 8473.30.11 and 8473.30.51, respectively
- 3.30.60 and 8473.30.90 and the superior text preceding 8473.30.60 would be superseded by 8473.30.91
- 3.40.60 and 8473.40.80 would be deleted
- 7.10.40 would have the following new description:
"For use in the manufacture of optical media"
- 7.10.70 would be deleted
- 7.40 through 8477.40.80 would be superseded 8477.40.01
- 7.59 through 8477.59.80 would be superseded by 8477.59.01
- 7.90 through 8477.90.85 would be superseded by 8477.90, 8477.90.25, 8477.90.45, 8477.90.65, 8477.90.85
- 9.89.30 would be deleted
the article description of 8479.90.41 would be amended to read as follows:
"Of articles of subheading 8479.89.10 or 8479.89.70"
- 9.89.84 through 8479.89.98 and the superior text immediately preceding 8479.89.84 would be superseded by 8479.89.83 and 8479.89.98
- 0.71.40 would be deleted
Heading 8486 would be added and have a description that reads as "Machines and apparatus of a kind used solely or principally for the manufacture of semiconductor boules or wafers, semiconductor devices, electronic integrated circuits or flat panel displays; machines and apparatus specified in Note 9(C) to this Chapter; parts and accessories:"
- 6.10.00 through 8486.90.00 would be added
Heading 8485 and subheadings 8485.10.00 and 8485.90.00 would be renumbered as 8487, 8487.10.00 and 8487.90.00, respectively
